The boring part, done properly
Who is behind this address, where a complaint goes, which arbitration body applies and how the site handles accessibility. Nothing hidden, nothing buried.

Complaint book
Complaints can be made in the electronic complaint book (Livro de Reclamações Eletrónico), open around the clock, and carry the same weight as a paper complaint: livroreclamacoes.pt.
You are welcome to tell me first, which is usually quicker for both of us. Either way, a complaint reaches the regulator behind the platform.
If we cannot sort it out
Consumer disputes can be taken to CNIACC, Centro Nacional de Informação e Arbitração de Conflitos de Consumo, the national centre for consumer arbitration in Portugal, under Lei n.º 144/2015. The European online dispute resolution platform was closed on 12 July 2025, so there is no EU link to point at.
Accessibility
This site is built to be readable by keyboard and screen reader, with text that holds its contrast and no motion that cannot be sat through. It aims at WCAG 2.1 AA.
Under Decreto-Lei n.º 82/2022, which brings the European Accessibility Act into Portuguese law, micro-enterprises providing services are exempt: fewer than 10 people and a turnover under €2 million. I am one person, so the exemption applies to the service requirements. The aim is still to be usable by anyone, and if something gets in your way, tell me at hello@sul-digital.com and I will fix it.
Who owns what
The design, wording and photographs of this site belong to Sul Digital. Client material, including logos, text and pictures you send, stays yours. Once a project is paid for, the finished website is yours too, and the terms page says what I keep for my portfolio.
Applicable law
Portuguese law applies. For consumer disputes, you keep the right to the courts of your habitual residence, and the arbitration route above stays open to you either way.
